I asked Fallouts@Chris (or whatever his name on the forum is) directly - he's the lead developer for their MMO Fallout game, Chris Taylor. He told me they only have the compiled code.
I think they would. There's no commercial interest in the game, so they'd gain a lot of goodwill from us and whoever else wanted the code and lose nothing by giving it to us.
The fact that Chris didn't blow me off implies that he made a genuine effort to locate it. He could have just left me hanging.
