There's no HotSeat in maxr due it's nature being about Multiplayer over TCP/IP.
There's some abandoned code for this however and it may be reimplemented some day.
About the timelimit: Read the manual and the FAQ. It can be set with the ingame console.
Edit: Your friends can play maxr without having MAX with some restrictions (no sounds, videos, etc).
