Nah. And here's why:

A road is not a proper foundation for a building, it's just a temporary smooth surface to assist movement. You ever notice all the pot-holes after winter and subsidation after spring on your local roads after a good seasonal change? That's because they have no proper foundation. It's just asphalt on top of a bit of gravel, compacted lightly. Buildings require proper soil compaction, footings (maybe pilings), drainage, the list goes on and on. Very expensive and time-consuming. If you put a building on top of a road, you still have to pound the footings in and demolish the road. No advantage gained, but you still have to re-route traffic and destroy the road. Practically speaking, you should have to bulldoze the road first.

As an addendum to this, it would be nice to cut-and-cover connectors, with a road on top, so that the enemy has to destroy the road first, then can blast enough dirt to wreck the connector (maybe only a Ground Attack Plane can do this). Why are the connectors up in the air anyway? Perhaps we need tunnelers. Yeah! Tunnel under or through the map obstructions. Getting too fancy here. Smiling
