Distance is iirc hard coded. You can change this but you have to recompile the game (and all players as well).
Feel free to change this and submit a patch to read this from settings.
The yellow circle should get you a (text and audio) warning but you can still accept by clicking again. Only the red circle is prohibited and players are forced to pick another location.
